Training on Capacity Building for Management and Workers

SCIB has worked extensively and effortlessly to improve the compliance standards in the RMG sector. During the implementation of the Social Compliance auditing process, remediation and capacity building; it found that there exist serious scarcities of necessary human resource to carry out the functions to institutionalize compliance. Majority of designated in-house training staffs lack of necessary skills and knowledge. As this is a crucial technical and specialized area, SCIB provides qualified and experienced professionals to train up factory employees as well as management.

 

Management Training

SCIB conducts compliance audit only for those factories or their buyers, who voluntarily express their interests to participate in compliance development. Based on the findings, SCIB works with both workers and management to prepare a Corrective Action Plans (CAP) to rectify the shortcomings in order to become complaint. To execute the CAP, SCIB provide all necessary technical assistance, hands on skills and advisory services to develop compliance according to the CAP. In addition to installation of facilities to meet up with the compliance demands (such as toilets, improved access, fire safety equipments etc), the initiative also need for education and training to both the workers and management. These educational training are mainly comprised with topics such as – employee rights, health and safety issues, grievance procedures and record keeping etc. SCIB also provides intensive training for in-house compliance officers, HR officers and welfare Officers.

 

SCIB closely work with the factory management and workers towards capacity building with regular follow-up and monitor the progress of next six months from the starting date of the auditing process. If improvements are slow, then the development phase extends up to 12 months. Mid level management of a RMG factory is the main execution body of legal requirements and all necessary compliance issues. The contents of this training allows them to have a clear idea on social compliance, why compliance is needed, core elements of social compliance, benefits of compliance, cost of non compliance. This learning helps them to develop an in-house compliance development system and nurture monitoring skills to facilitate the continuous improvement in the context of compliance and standard issues within the factory.

Workers Training

From the emergence of RMG sector in our country it has been one of the most labor-centric sectors, of which 80% are women. Although conditions in the factories have improved since the final phase out of MFA, but there are still numerous cases of pervasive violation of labor laws; along with a poor sub standard working and living conditions. Along with these workers are still facing problems such as irregular payments, unsafe and unhygienic working conditions, opposition to unionization and absence of job security. These setbacks induce negativity among workers and force them to be disinclined towards their professional obligations, roles and responsibilities. To solve these problems,

  • Workers rights, duties and responsibilities
  • Workplace health & Safety
  • Formation and functions of health committee
  • First Aiders, Fire fighters skill development and management training
  • Formation and management of workers participation/Welfare Committees and how to liaise with management (in a spirit of mutual cooperation)
  • Promotion of unionization: This training helps workers to know about their rights, obligations, and responsibility to develop themselves in cooperative manner.

 

Trade Union leaders Training

Trade unions are independent, membership-based organizations of workers that represent and negotiate on behalf of workers. The work of union representatives has expanded as new issues have come to the force in the modern workplace. These issues include health and safety, redundancies and reorganization, equality and diversity, training and up skilling the workforce as well as working environment. To deal with these trade union issues SCIB offers specialized training on local and international labor rights, International trade and gender issues, gender, human rights and workers rights to trade union leaders. SCIB also provides with institutional capacity building, strategic planning, leadership and resource mobilization skill to trade union leaders

 

Mid Career Professional Training Program

SCIB offers Certificate Courses on Social Compliance Development in RMG Sector. From the very start of its journey, SCIB has worked tremendously to improve the compliance standards in the RMG sector by implementation of the social compliance audit, remediation and capacity building. Through these processes SCIB found that there is a serious gap of human resource within the Bangladeshi RMG companies to carry out the compliance functions to institutionalize. Often garment factories hire unskilled staff to improve compliance standards and requirements; but due to lack of necessary skills and knowledge they fail to achieve required standard. As this is a technical and specialized area, qualified and experienced professionals should be given this responsibility. The objectives of this course is to enhance the skills and qualifications of individuals for immediate employment and placement at garment manufacturing industries in the domestic and export processing Zones. The generic modules of this course provide extensive basic knowledge on globalization and international trade, emergences of RMG industries in Bangladesh and its relation to globalization and international trade, and key concepts of social compliance. The specialization modules are meant to provide the participants with up-to- date knowledge and skills in the field of labor laws of Bangladesh, ILO conventions, international buyers code of conduct, human resource development and management, social compliance audit techniques, scope of audit and corrective action plan (CAP) Development, along with practical issues of national and international labor standards.

 

Course Duration:

This course is taught in eight weeks with both in-classroom facilities and practical environment of garment manufacturing units. Candidates gain valuable insights into the academic, social and cultural diversity.

 

Course Contents and Credits:

The curriculum of the course consists of 24 training modules. The eight weeks course broadly consists of the three parts, which are general, socialization and practical (internship) built around common theme, are relevant to the RMG business, in worth 150 credits. The objectives of the course are to enhance the skills and qualifications of individuals for immediate employment and placement at garment manufacturing industries in the domestic and export processing Zones. The general part of the modules provides broad basic knowledge on globalization and international trade, linked with the emergences of RMG industries in Bangladesh and key concepts and elements of Social Compliance. The specialization section is meant to provide the participants with up-to- date knowledge and skills in the field of Labor Laws of Bangladesh, ILO Conventions, International Buyers Code of Conduct, Human Resource Development and Management, social compliance audit techniques, scope of audit and Corrective Action Plan (CAP) Development, along with practical issues of national and international labor standards.
